When should I use a low head socket cap screw?
Use them where head height is limited. Their head is about half the height of a standard socket head cap screw, so they cannot be tightened (preloaded) as much. Use a standard socket head cap screw where clearance allows.

Use a #7 drill for a standard 75% thread.
